Govt moves energy goalposts

The government wants UK utility companies to double the number of energy saving devices they provide for consumers from April next year.
According to the Department for Environment, Food and Rural Affairs (Defra), an increased use of measures such as energy saving light bulbs is needed to help the country meet its carbon emissions reduction target of 4.2 million tonnes.
Defra says that eight million households using energy saving devices could lead to 150,000 homes generating their own renewable energy by 2011.
The claim comes as the department announces its new green homes service, due for national rollout next April, which will provide a single point of contact for energy audits and advice on how to cut down carbon emissions, as well as energy and water saving techniques.
"When it comes to cutting your carbon footprint, the old adage 'there's no place like home' really is true," commented environment secretary Hilary Benn.
"The green homes service will cut through the confusion by providing a one stop shop, including a green MOT for your home and a green home makeover."
As well as providing a health check for homes, the service also aims to connect people with the best offers from energy companies.
Housing minister Yvette Cooper admitted that householders needed better advice to achieve a better rating on their homes in the future.
"The green homes service is a great way to link home owners with the grants, loans and financial packages that can help them cut the carbon emissions from their homes," Ms Cooper explained.
